Member Service Agreement Directions for 2022-2023

This Agreement provides a road map for how the member and the program, including the host site, operate during the grant year.  It is important that it contains all the of the requirements necessary for a successful year, including clear member and program expectations.   Draft Member Service Agreements are due to Volunteer Iowa in May as part of the Mid-Year Progress report for programs that expect to continue into the following year.  This is so the approved agreements can be used for 21-22 grant year without having to be amended. 

Below is a list of items in the agreement.  The list will highlight whether sections are required or optional and will indicate where there is flexibility within a section, allowing programs to tailor the language to program requirements.  The optional language can be removed, or they can be altered in some way (e.g., number of days or percentages can be changed to fit the program’s needs).  In the case of those items that can be altered, those items are still required and must remain in the agreement, Volunteer Iowa is just allowing for some flexibility to best suit individual programs.  Areas highlighted in YELLOW need to have information filled in by the program.  Areas highlighted in GREEN are areas where there is flexibility and require the program to add a length of time or other unit of measure.   If you have questions about the MSA template please contact Jane Mild.

  • I. – Required.
  • II. – Required.
  • III. a – Required.
  • III. b. – Required, remove unused/unnecessary slot types. 
  • III. c – Required.
  • III. d – Required, with flexibility for member hours.
  • III. e - Required, with flexibility. Programs may establish their own requirements for members to be eligible to serve subsequent terms.
  • III. f – Required.
  • III. g – Required.
  • IV. a – Required, remove unused/unnecessary slot types. 
  • IV. a. 1-4– Required, with flexibility for programs to enter their own payroll/living allowance information in IV.a.1.  Some flexibility in a.1 regarding member responsibility with returned check.  If program chooses to keep that, please set fee amount.
  • IV. b. – Required if programs have member serving in 1700-hour slots.  Programs should consider budgeting for healthcare for 1200- or 900-hour slots consistently serving in a full-time capacity (approximately 32+ hours/wk or according to the definition of full-time for your organization) and plan on offering the members health care benefits and have included those costs in the budget. Remove reference to member healthcare if not applicable.
  • IV. c.  – Required if programs have member serving in 1700-hour slots or 1200-hour slots consistently serving in a full-time capacity (32+ hours/wk).  Remove if not applicable.
  • IV. d.1-5 – Required, remove unused/unnecessary slot types. The amounts are updated for the 22-23 grant year. *NOTE education award amounts DO NOT change during the grant year.
  • IV. e.1-2 – Required.
  • V. – Required.
  • VI. a-b – Required, with flexibility.  Programs are encouraged to add or change, as needed, to align with the program/organizational policy.
  • VII. – Required.
  • VIII. a-f – Required.
  • IX. a-i – Required. Additional language can be added. Timeline for exit tasks must be set.
  • X. – Required. Language regarding informed consent is mandatory.  If your program/organization has other specific language you would prefer you may use it in place of this language.
  • XI. - Required.
  • XII. – Required, with flexibility; It is required that your program has a Grievance Procedure and form.  
  • XIII. – Attachments – Required.  The program may add other attachments if desired.
    1. Member position description (MPD) – Required.  The MPD can be either incorporated into the MSA or attached, as in this version.   If the MPD is never a standalone document, then it does not need to be signed and dated by the member and program representative.  If the MPD is, at times, a separate document, then it should be signed and dated, just like the MSA.  This would not include a position description used for recruiting (if you are using an abbreviated version of the MPD for this purpose).
    2. Grievance Procedures and Form – Required, with flexibility.  Your program/organization has the flexibility to select which part(s) of the grievance process to use.  
    3. Drug Free Workplace Policy (attachment to the MSA) – Required.
    4. Non-Discrimination Policy (attachment to the MSA) – Required.
    5. Reasonable Accommodation Policy/Form – Required.
  • XIV. – Required.
  • XV. – Required, with flexibility.  If your program never enrolls members who are under 18, then you may remove the parent/guardian signature/date line.
